Services delivered by Planning and Research Directorate

  1. Prepare the strategic plan of the agency and submit to higher body for approval
  2. Prepare annual budget of the agency and submit to higher body for approval
  3. Plan and lead, researches undertaken on health insurance system and follow the implementation of the results.
  4. Ensure the establishment of risk management system that protects the health insurance system from bankruptcy and that mitigate the impact of various risks affecting the Agency
  5. Conduct studies on different provider payment systems and propose for approval and implementation
  6. Lead studies to set fee levels for providers in different regions
  7. Assess and evaluate the overall activity and financial performance of the health insurance system
  8. Initiate studies on the benefit package of the health insurance system
  9. Evaluate relevant studies on health insurance activities and present findings to the management of the Agency
  10. Establish strong monitoring & evaluation system to monitor & implement the agency’s activities
  11. Prepare measurements & tools that help to monitor & evaluate health insurance activities
  12. Prepare regular performance reports & other reports of the directorate
  13. In collaboration with other directorates, develop risk management strategy and directive and ensure implementation
  14. Study and identify threats that affect the mission and objectives of the agency
  15. Assess the impact of risks, categorize them according to the agency’s policy and directive and review risk categorization regularly
  16. Report to the management of the Agency at various levels on risks that have effect on the mission and objectives of the Agency
  17. In collaboration with other directorates, undertake studies on how to minimize or transfer to re-insurance institutions risks that affect the mission and objectives of the Agency
  18. Work for the establishment of strong corporate governance system
  19. In collaboration with internal and external auditors, examine and ensure the proper implementation of policies and directives of the Agency
  20. Provide training and education for agency staffs to enhance their knowledge on risk exposures of the Agency
  21. Prepare and submit regular reports of the directorate
  22. Follow up the implementation of risk management strategy and directive in each directorate of the agency and report weaknesses, if any
  23. Notwithstanding the risk management policy and directives of the Agency, investigate the causes of accidents & injuries and recommend measures to be taken to protect similar incidents in the future
  24. Maintain detailed data and statistics on the causes, impacts and potential liabilities of the risk exposures of the Agency and report on regular basis
  25. Compile and keep data on potential risks on the agency’s mission and objectives and conduct assessment studies on the risk exposures
  26. Collect and analyze data on the effectiveness of risk mitigation measures
  27. Conduct evaluation study on the effectiveness of health insurance system and propose policy recommendations
  28. Support the establishment of performance measurement system in all directorates of the agency
